The UAE has issued Cabinet Resolution No. 174 of 2026 setting out executive regulations for the federal traffic law, which will come into effect on January 1, 2027, according to a report by Khaleej Times. The new framework introduces unified federal rules governing personal mobility devices, including electric scooters, electric bicycles, and mopeds.

Under the resolution, anyone seeking to ride an e-scooter, electric bike, or moped must obtain a permit from the relevant licensing authority and complete device registration. The minimum age to apply for an e-scooter permit has been established at 15 years, with issued permits valid for a three-year period. The requirements apply across both privately owned and commercially rented personal mobility units.

Technical specifications are also established under the new regulations, which define an e-scooter as a vehicle with two or more wheels powered by an electric motor and operated in a standing or seated position. Devices must feature a front headlight, a rear light, a red brake light activated during braking, an audible warning device, and braking capability on at least the rear wheel, alongside securely fitted tires and components.

The law restricts e-scooters strictly to routes designated by licensing and traffic authorities, requiring riders to adhere to established route speed limits while prohibiting access to motor vehicle roadways. Crossing rules require riders to stop at red signals and permit crossings on green lights, while entering a crossing once the green light begins flashing is prohibited.
