The UAE Ministry of Finance has confirmed a phased timeline for the country's upcoming mandatory electronic invoicing framework, moving transactions away from paper and conventional PDF invoices into standardized structured formats. Invoices will be transmitted through Accredited Service Providers (ASPs) and reported to the UAE Federal Tax Authority (FTA) in real time using a 5-corner model.

Under the schedule, businesses with an annual revenue of AED 50 million or more must comply starting 1 January 2027. Their deadline to appoint an ASP is set for 30 October 2026, following an extension from an earlier July deadline. Companies with annual revenues below AED 50 million have until 31 March 2027 to appoint a provider, with mandatory compliance taking effect on 1 July 2027. In-scope UAE government entities face an implementation date of 1 October 2027.

According to The Sovereign Group, the e-invoicing framework requires invoices to include 51 mandatory fields and applies to covered transactions even if a business is not registered for VAT. The initial phase will primarily cover business-to-business (B2B) and business-to-government (B2G) transactions, while business-to-consumer (B2C) transactions remain excluded. Penalties apply for failing to meet the appointment and rollout deadlines.
