Under Ministerial Decision No. 168 of 2026, which took effect on October 1, the UAE Ministry of Finance has eliminated the preliminary approval phase for e-invoicing service providers. Service providers are now required to pass comprehensive compliance, operational, and technical evaluations before offering electronic invoicing services in the country.

UAE enterprises with annual revenues exceeding AED 50 million ($13.6 million) must appoint an accredited service provider by October 30, 2026. Mandatory e-invoicing implementation for these large enterprises is scheduled to begin on January 1, 2027.

According to Arabian Business, failure to comply with statutory deadlines for appointing a provider and implementing the e-invoicing system carries a monthly penalty of AED 5,000.
