According to a report published by TechRound, the United Arab Emirates government has established several mechanisms to facilitate business formation and operations for both domestic and foreign entrepreneurs. Support measures cover legal structuring, commercial registration, taxation framework, residency visas, and capital acquisition.

The report highlighted that international founders can fully own commercial entities across many UAE sectors without requiring a local Emirati partner or shareholder. In addition, specialized free zones provide full foreign ownership, streamlined company formation, sector-specific facilities such as offices and warehouses, and direct administrative support for licensing and visas.

On residency, the source noted that the UAE offers business-friendly immigration options, including the Golden Visa, which grants long-term residency to eligible entrepreneurs and investors subject to designated criteria. Most administrative and licensing procedures can also be completed through federal and local digital government platforms.

For smaller businesses and early-stage companies, UAE government-backed institutions, development agencies, and banks provide direct funding, credit guarantees, and investor matchmaking.
