Generic artificial intelligence tools often generate inaccurate legal guidance in the Gulf Cooperation Council (GCC) by misidentifying which legal jurisdiction applies, according to Lara Salem, Head of Content Strategy – MENA at LexisNexis Legal & Professional, writing for Gulf News. For instance, a generic AI tool answering an employment inquiry for an entity in the Dubai International Financial Centre (DIFC) may cite UAE Federal Labour Law rather than the DIFC's distinct employment legislation and judicial framework.
The article noted that the primary operational risk in legal AI is rarely an overt hallucination, but rather a confident and plausible answer built upon the incorrect legal hierarchy. Within the UAE, legal practitioners must differentiate between federal law, emirate-specific statutes, and more than 40 free zones, including financial centres such as Abu Dhabi Global Market (ADGM) and DIFC that maintain independent legal regimes.
LexisNexis stated that it has invested in the Middle East legal market since 2009 and launched its initial regional product in 2010. To mitigate jurisdiction-matching errors, the firm introduced Lexis+ with Protégé, an AI platform developed alongside regional lawyers and engineers to operate within specific GCC legal hierarchies.
