Fitch: Weak Domestic Demand May Constrain China’s Near-Term AI Economic Gains

Artificial intelligence investments may not deliver broad economic gains for China in the near term due to weak domestic demand and limited monetization, according to Fitch Ratings. While policy is promoting AI adoption across various sectors, intense competition and early-stage commercialization continue to limit financial returns. Fitch noted that AI could reinforce existing divisions between export-oriented sectors and domestic businesses facing constrained credit conditions.

Artificial intelligence (AI) investment may not translate into broader economic gains for China in the near term, as weak domestic demand and limited monetization constrain its impact despite expanding capital allocation in technology and industrial applications, Fitch Ratings stated in a recent report.

According to the rating agency, AI has become an increasingly significant component of China's economic and credit outlook. Investment has expanded beyond semiconductors and computing hardware into industrial automation, power generation, enterprise software, and operational applications, as the country seeks new engines of growth beyond property, conventional infrastructure investment, and credit expansion.

Fitch highlighted that China's policy focus is shifting toward embedding AI across industrial production, commercial services, consumption, and public-sector operations under the State Council's "AI+" initiative. However, the agency observed that current commercial activity remains concentrated in infrastructure, hardware, and automation supply chains, while monetization across the broader value chain remains in an early stage.

In its comparison between Chinese and US AI ecosystems, Fitch noted that Chinese providers hold competitive advantages in deployment costs, open-weight model accessibility, and appeal to cost-sensitive markets. Nevertheless, intense domestic competition threatens to cap pricing power, and Fitch warned that AI deployment could deepen economic divides by benefiting policy-backed, export-driven sectors while domestic consumer-facing and property-exposed businesses struggle with weak confidence.
