China's National Development and Reform Commission (NDRC) has issued revised administrative measures for outbound investment, scheduled to enter into force on December 1, 2026, according to the Emirates News Agency (WAM). The updated framework replaces the regulatory regime originally enacted in 2017.
The revised provisions are designed to strengthen institutional safeguards and security for cross-border capital flows. The new measures formally widen regulatory oversight to encompass domestic enterprises, resident individuals, and other entities investing outside China.
Under the updated rules, outbound investors will be subject to enhanced reporting requirements for major adverse overseas developments as well as large-scale reinvestment projects. Official data cited by the report indicates China's outbound investment stock stood at nearly $3.4 trillion by late 2025, maintaining its position among the world's top three outbound investors.
