Abu Dhabi cut the operational cost of delivering public sector services by more than 30% between 2022 and 2025, while public satisfaction increased from 78% to 92%, according to Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement Abu Dhabi. Speaking at the AI Everything Abu Dhabi summit at the ADNEC Centre, Al Kuttab reported that the majority of the cost savings materialized during the first year of deployment.
Al Kuttab stated that implementing artificial intelligence across public administration has challenged the traditional view that higher service quality necessitates greater government expenditure. He explained that AI systems are eliminating an administrative "time tax" for residents, allowing specific public transactions to be processed proactively before individuals formally submit applications.
Central to the restructuring is Tamm, Abu Dhabi's unified public service platform, which brings together more than 1,200 government services into a single interface. The platform employs autonomous AI agents designed to handle inquiries and manage tasks end-to-end with minimal manual intervention.
The Department of Government Enablement confirmed that the emirate remains on schedule to establish a fully AI-native government by 2027. Al Kuttab added that the primary structural advantage comes from redesigning administrative procedures around autonomous systems rather than merely applying AI to accelerate legacy workflows, freeing personnel to focus on discretionary decision-making.
