US Senators Demand Sanctions Enforcement on China and UAE Trade Intermediaries

US Senators Jeanne Shaheen and Roger Wicker sent a letter urging the Trump administration to execute new sanctions ahead of an October 18 deadline. The lawmakers called for crackdowns on Russian oil trading intermediaries in Dubai and Hong Kong, as well as transit networks in China and the UAE. They also urged the Treasury Department to target illicit banking channels, specifically naming overseas branches including VTB Bank in Shanghai.

In an October 7, 2026 letter addressed to Secretary of State Marco Rubio and Treasury Secretary Scott Bessent, Democratic Senator Jeanne Shaheen and Republican Senator Roger Wicker urged the Trump administration to aggressively implement new sanctions authorities ahead of an October 18 implementation deadline. The authorities stem from the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, which was passed with bipartisan congressional support and signed into law in September.

According to the Kyiv Post, the senators called for expanded scrutiny of oil export networks, urging the administration to target front companies and intermediaries in Dubai and Hong Kong that handle crude from Russian energy firms Lukoil and Rosneft. Shaheen and Wicker stated that while Washington sanctioned Lukoil and Rosneft in October 2025, Moscow has adapted by routing crude sales through intermediary hubs.

The lawmakers also identified China, Turkey, and the United Arab Emirates as key transit hubs supplying Russia's military-industrial complex. They cited shipments of manufacturing machinery for ammunition and microelectronics used in attack drones, while also recommending sanctions against Russian satellite developers and associated procurement networks operating in China and Central Asia.

Additionally, the senators pressed the Treasury Department to expand enforcement against illicit financial channels, including the A7 network, financial institutions in Kyrgyzstan, and remaining overseas branches of Russia's VTB Bank, including its branch in Shanghai. The letter noted that foreign financial institutions should face clear warnings that they must choose between engaging with the US financial system or facilitating Russian transactions.
