Abu Dhabi Cuts Public Service Costs Over 30% and Lifts Satisfaction via AI

Abu Dhabi reduced the cost of delivering government services by more than 30% between 2022 and 2025, while public satisfaction rose from 78% to 92%, according to the Department of Government Enablement. Speaking at the AI Everything summit, an official credited the integration of artificial intelligence and automated agents on the Tamm platform. Abu Dhabi continues to pursue its goal of operating a fully AI-native government by 2027.

Abu Dhabi has cut the operational cost of delivering government services by more than 30% over three years while public satisfaction increased from 78% in 2022 to 92% in 2025, according to Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement Abu Dhabi. Speaking at the opening of the AI Everything Abu Dhabi summit at the ADNEC Centre, Al Kuttab stated that the majority of the cost savings occurred during the first year of the rollout.

Al Kuttab emphasized that deploying artificial intelligence across public administration has challenged the conventional assumption that superior service quality inevitably entails higher government spending. He noted that AI is eliminating an administrative 'time tax' on residents, with select public transactions now finalized proactively before individuals formally submit requests.

Central to the transformation is Tamm, Abu Dhabi's unified public service platform, which consolidates more than 1,200 government services into a single interface. The platform utilizes autonomous AI agents capable of managing inquiries and executing tasks end-to-end with minimal manual intervention.

The Department of Government Enablement reaffirmed that the emirate remains on track to establish a fully AI-native government by 2027. Al Kuttab indicated that the broader structural gain lies in redesigning administrative processes around autonomous systems rather than merely using AI to accelerate legacy workflows, allowing human personnel to concentrate on discretionary decision-making.
