According to Gulf News, delivery riders across the UAE will be prohibited from using backpacks to carry delivery orders starting January 1, 2027. Under new federal traffic regulations, delivery operators and riders must transition to approved cargo loading equipment and are forbidden from carrying passengers behind them on motorcycles licensed for commercial delivery services.

The measures are outlined in Cabinet Decision No. 174 of 2026, which sets out the executive regulations of Federal Decree-Law No. 14 of 2024 on the Regulation of Traffic. The decision introduces eight specific obligations for professional drivers and delivery operators, including logging into authority-approved systems installed in their vehicles, wearing designated uniforms, maintaining a presentable appearance, and carrying valid professional driving permits to present to authorities upon request.

The regulations further prohibit drivers from operating without a valid professional permit, working under expired credentials, or transporting banned and prohibited materials that violate public order. Drivers and operators must also adhere to any additional conditions imposed by local licensing and traffic enforcement authorities.

For motorcycle safety broadly, the regulations bar riders from operating vehicles without holding the handlebars or while holding them with only one hand, except when signaling. Riders are also prohibited from weaving through traffic or operating at dangerous speeds, and they must wear protective helmets and travel in single file unless road conditions require otherwise.
