UAE Traffic Regulations to Restrict Transactions for Unresolved Vehicle Recalls in 2027

Motorists in the UAE who fail to respond to vehicle recall notices over manufacturing defects could face restrictions on car-related transactions starting January 1, 2027. Under Article 122 of Cabinet Decision No. 174 of 2026, licensing authorities may block procedures linked to a vehicle identification number. Under federal traffic regulations scheduled to take effect on January 1, 2027, motorists in the UAE who do not respond to vehicle recalls issued over manufacturing defects could face restrictions on transactions involving their cars, Gulf News reported. The measure is set out in Article 122 of Cabinet Decision No. 174 of 2026, which establishes the Executive Regulation of Federal Decree-Law No. 14 of 2024 on the Regulation of Traffic.

According to the regulation, licensing authorities must implement necessary measures to ensure vehicle owners respond to recalls issued by commercial agents. These enforcement measures may include blocking transactions or procedures linked to the vehicle identification number (VIN) of the affected car. The restrictions will not be applied automatically, leaving licensing authorities to determine the appropriate measures when an owner fails to comply.

The regulation also imposes direct statutory responsibilities on commercial agents representing vehicle manufacturers in the UAE. Agents must actively monitor defect announcements issued by manufacturers, identify affected vehicles across the country, and announce recall campaigns through media channels. Additionally, they must provide licensing authorities and relevant consumer protection bodies with affected VINs, recall rationales, and approved corrective measures.

Article 122 expressly requires commercial agents to execute all announced manufacturing defect repairs free of charge, while ensuring the availability of qualified technicians and spare parts so customer satisfaction is maintained. The provision does not establish a universal statutory deadline for owner responses nor specify the precise scope of vehicle transactions subject to VIN-level restrictions.
