UAE Removes Pre-Approval Stage for E-Invoicing Providers Ahead of October Deadline

The UAE Ministry of Finance has issued Ministerial Decision No. 168 of 2026, eliminating the preliminary-approval stage for e-invoicing service providers. Providers must now complete assessments and technical testing before full accreditation, while businesses with revenues of AED 50 million or more face a 30 October 2026 deadline to appoint an accredited provider.

The UAE Ministry of Finance overhauled its e-invoicing service provider accreditation rules through Ministerial Decision No. 168 of 2026, which took effect on 1 October. The new framework abolishes the preliminary-approval mechanism, requiring service providers to complete defined assessments and technical testing before obtaining full accreditation as the programme transitions from development to operations.

Existing service providers holding preliminary approval have been granted a 30-day window from 1 October to fulfill the updated accreditation requirements or face termination. Providers are permitted to continue using third-party Peppol products and outsourcing arrangements, provided they retain full responsibility.

The regulatory update arrives ahead of the 30 October 2026 deadline requiring UAE businesses with annual revenues of AED 50 million or more to appoint an Accredited Service Provider (ASP). These businesses are scheduled for a mandatory go-live on 1 January 2027, with non-compliance carrying administrative fines of AED 5,000 per month of delay. Other businesses must appoint an ASP by 31 March 2027.
