UAE Ministry Explains How International Maritime Shipping Regulations Are Established

The UAE Ministry of Energy and Infrastructure has outlined how global maritime shipping regulations are created through the International Maritime Organization. The UN agency sets worldwide benchmarks for vessel safety, maritime security, and pollution prevention across commercial fleets. The ministry clarified that the organization does not operate as a maritime police force or control individual transit routes such as the Strait of Hormuz.

The UAE Ministry of Energy and Infrastructure has clarified the international regulatory structure governing global shipping rules, Gulf News reported. The ministry highlighted the International Maritime Organization (IMO), a specialised United Nations agency, as the body responsible for formulating global benchmarks for ship safety, maritime security, and the prevention of marine pollution from vessels.

Maritime regulations are developed through discussions among IMO Member States, who may propose new conventions or amendments to existing frameworks. The IMO Assembly, bringing together representatives from every member country, oversees the organization and elects the IMO Council to supervise ongoing work between assembly sessions.

The source noted that while the IMO establishes baseline rules for the shipping industry, it does not manage specific waterways or dictate which ships may navigate them. Critical sea passages such as the Strait of Hormuz remain vital to regional oil, gas, and merchandise flows, where operational disruptions directly affect freight rates and insurance costs, while maritime security incidents are addressed by national governments, naval forces, and other international bodies rather than the IMO.
