Prof Frederick Ma, Chairman of the Hong Kong Trade Development Council (HKTDC), concluded a four-day visit to Doha, Qatar, from October 24 to 27, 2026, aimed at strengthening business ties between Hong Kong, Qatar, and the wider Gulf Cooperation Council (GCC).
Speaking at the UNCTAD World Investment Forum during a session on international investment facilitation policies, Ma highlighted Hong Kong's role under 'One Country, Two Systems.' He noted that the territory combines connectivity to the Chinese Mainland with a common-law legal system and free capital flows, positioning it as an intermediary for outward foreign direct investment into emerging markets.
During the visit, Ma held meetings with senior regional officials, including Qatar's Minister of Finance Ali bin Ahmed Al Kuwari, Minister of State for Foreign Trade Dr Ahmed bin Mohammed Al Sayed, and Bahrain's Minister of Industry and Commerce Abdullah bin Adel Fakhro. He also met with representatives from Invest Qatar, the Qatar Investment Authority, Qatar National Bank, Qatar Foundation, Qatar Chamber of Commerce & Industry, and Qatar Development Bank.
According to the HKTDC, discussions focused on strategic partnerships and investment opportunities across infrastructure, logistics, technology, and manufacturing, aiming to expand private equity and trade finance initiatives across the Gulf region.
