Dubai Updates Al Satwa Planning Rules to Permit Higher-Density Residential and Commercial Projects

Dubai Municipality has updated planning regulations for the Al Satwa district to expand development permissions and support higher-density residential and commercial use. Under the new rules, internal road plots permit ground-plus-two residential apartment buildings, while external road plots allow commercial ground floors with two or three apartment storeys. Plots measuring 1,000 square metres or more qualify for developments of up to eight residential storeys.

Dubai Municipality has updated the urban planning regulations for the Al Satwa neighbourhood, expanding development permissions to accommodate higher-density residential and commercial projects based on plot location and site features, Emirates 24|7 reported. According to the municipality, the changes are intended to optimize land-use efficiency, improve the district's investment attractiveness, and support urban growth in line with Dubai's sustainable planning targets.

Under the revised zoning rules, plots positioned along internal roads may now be developed into buildings with a ground floor and two upper floors of residential apartments. This framework replaces the earlier planning guidelines that primarily limited those specific sites to attached villas.

Plots fronting external roads have been granted broader flexibility and higher-density development classifications. Subject to site specifications and planning requirements, owners can build a commercial ground floor alongside two or three floors of residential apartments.

The updated system also provides targeted incentives for plots measuring 1,000 square metres or larger, whether existing as single titles or created by amalgamating two or more adjacent plots. Merged parcels may also incorporate intervening access lanes, subject to approved procedures. Eligible sites meeting the criteria can build a ground floor and up to eight residential apartment storeys, with a maximum floor area ratio (FAR) of up to 3.5.

Eng. Mansour Al Rais, Director of the Executive Planning Department at Dubai Municipality, stated that the revised rules and consolidation incentives provide property owners and investors with greater flexibility to redevelop properties and optimize land use while accommodating the district's urban character and future growth demands.
