The Second Global Digital Forum and the 2026 Digital Solutions Forum took place in Moscow between October 8 and October 10, bringing together more than 1,300 participants, including 730 experts representing 111 countries, according to an analysis published by Russia's Pivot to Asia. The events served as a platform for international discussions on artificial intelligence, cybersecurity, telecommunications, digital infrastructure, and corporate software.
The forum yielded 150 agreements and memorandums alongside more than 200 bilateral meetings. Topics addressed within the pacts included digital sovereignty, AI ethics, online child safety, educational partnerships, research cooperation, and cross-border technology export channels. Participating delegations spanned regions including Africa, ASEAN, South Asia, Latin America, and the Middle East, with China and the UAE among the represented nations.
A focal point of institutional cooperation was the Digital Sovereignty Index, an analytical framework assessing national digital capabilities, infrastructure resilience, and external dependencies across 117 countries. The Center for Global IT Cooperation entered into over 20 memorandums with international organisations and corporate partners to back the initiative.
Named signatories to the memorandum network supporting the Index included Agile Dynamics from the United Arab Emirates and 2Health AI Limited from China, alongside participating tech and business entities from Algeria, Pakistan, Vietnam, Brazil, and Indonesia.
The report also cited industrial context from Russia's domestic market, where digital industry turnover reached over 21 trillion rubles (approximately US$250.5 billion) in 2025, reflecting a 20 percent year-on-year increase, while the communications sector grew 13 percent to 2.5 trillion rubles (US$30 billion).
