Abu Dhabi is in negotiations to export and license its artificial intelligence-powered public services platform to municipal governments in the United States, according to reports by Arabian Gulf Business Insight (AGBI) and regional media. The initiative is managed through TAMM Global, a commercial entity established under directives from Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Chairman of the Abu Dhabi Executive Council.
TAMM Global holds the intellectual property rights to the platform and will license customized, AI-driven digital governance software to overseas administrations. Multiple US cities have expressed interest in deploying adapted versions, positioning an American municipality to become the platform's first international customer. US adoption was previously endorsed by Microsoft President Brad Smith during congressional testimony.
In Abu Dhabi, the TAMM platform is overseen by the Department of Government Enablement (DGE) under Chairman Ahmed Tamim Hisham Al Kuttab. It consolidates more than 1,200 public and private sector services onto a single interface, serving an estimated 4.7 million users for commercial permits, registrations, and renewals.
Official performance metrics indicate that the TAMM system eliminates approximately 37 million visits per year to physical service centres and saves users 54 million hours annually. User satisfaction reached 94.5% following recent AI upgrades, while public service delivery operating costs decreased by 30%.
Under the export framework, foreign public bodies can commission or migrate localized services while retaining complete sovereignty and regulatory control over citizen data.
