UAE Ministry of Finance Issues Updated E-Invoicing Accreditation Regulations

The UAE Ministry of Finance has introduced updated accreditation regulations for electronic invoicing service providers through Ministerial Decision No. 168 of 2026. Taking effect on October 1, 2026, the framework removes the previous pre-approval phase and mandates formal assessments and technical testing. Service providers remain directly liable for regulatory compliance even if third-party Peppol solutions or technical outsourcing are utilized.

The UAE Ministry of Finance has introduced updated accreditation regulations for electronic invoicing service providers, replacing the earlier pre-approval phase as the country transitions to a fully operational e-invoicing network.

Under Ministerial Decision No. 168 of 2026, which took effect on October 1, 2026, the new framework replaces Ministerial Decision No. 64 of 2025 and Ministerial Decision No. 56 of 2026. Service providers must now undergo formal accreditation assessments and complete technical testing before market entry.

According to the Ministry of Finance, service providers are permitted to utilize third-party Peppol solutions or outsource technical operations; however, they remain fully and directly responsible for regulatory compliance. The framework also formalizes procedures for accreditation renewals, performance evaluations, terminations, and dispute challenges.
