US Iran Sanctions Enforcement Constrained by China-UAE Banking and Trade Networks

In late August, US Treasury Secretary Scott Bessent declared an "economic D-Day" against Iran, pledging an unprecedented financial offensive intended to impose the "total isolation" of the Iranian government under the Trump administration's "zero-leakage" policy, according to an analysis by Zongyuan Zoe Liu published in Free Malaysia Today.

The article states that before the closure of the Strait of Hormuz, the US Treasury estimated that China purchased roughly 90% of Iran's oil exports. Years of sanctions have redirected these flows into an alternative infrastructure operating independently of the US dollar, SWIFT, and US correspondent banks, utilizing Iran's rahbar shadow-banking system to process tens of billions of dollars annually primarily settled in renminbi.

According to the analysis, the rahbar network relies on foreign-exchange houses, layered offshore shell corporations, and bank accounts in the United Arab Emirates, Hong Kong, and Singapore. Chinese independent "teapot" refiners in Shandong can pay offshore front companies in renminbi, which in turn compensate suppliers on Iran's behalf, making payments appear on bank ledgers as routine commercial transactions, such as transfers between Hong Kong trading entities and firms in Dubai.

Internal records from Iranian exchange house Radin identified dozens of China-based shell entities maintaining accounts at Chinese banks, while the US Financial Crimes Enforcement Network (FinCEN) has similarly tracked Hong Kong shell entities linked to Iranian shadow financing, creating complex compliance hurdles for financial institutions.

The author notes that while secondary US sanctions previously led major Chinese lenders such as ICBC and Bank of China to restrict financing for Russian commodities following the 2022 invasion of Ukraine, monitoring Iran-related non-dollar flows routed through opaque commercial hubs poses far greater challenges for enforcement authorities.
