US and China Compete for AI and Cloud Infrastructure Across the Gulf

Chinese technology investments in the Gulf Arab states are increasingly intersecting with American technology footprints, particularly across the UAE and Saudi Arabia. While China supplies cloud services, 5G networks, and smart-city systems, the US provides advanced graphics processing units and leading foundation models. Both regional governments are simultaneously pursuing sovereign computing capabilities while balancing partnerships across both ecosystems.

Chinese investments in artificial intelligence and digital infrastructure across the Gulf Arab states are running alongside an established US technology presence, particularly in the United Arab Emirates and Saudi Arabia, according to an analysis published by Asia Times. The report notes that Gulf nations are deploying Chinese infrastructure for lower-cost cloud, network, and smart-city applications while relying on American technology for advanced chips, such as Nvidia GPUs, and frontier foundation models.

Regional authorities in the UAE and Saudi Arabia are actively advancing 'sovereign AI' strategies focused on developing domestic computing infrastructure to drive economic modernization and national technology autonomy. To balance cost and capability, Gulf states are diversifying across both American and Chinese technology stacks rather than aligning exclusively with a single ecosystem.

China's commercial technology footprint in the region builds on established telecommunications partnerships, including Huawei's long-term infrastructure relationships with UAE operator Du, Saudi Arabia's STC, and Qatar's Ooredoo. More recent initiatives cited in the report include Alibaba Cloud's expansion of UAE data center facilities and localized AI services announced in September 2026, alongside previous projects such as Alibaba's Dubai data center.

Additional regional Chinese corporate projects include BytePlus partnering with Saudi telecom provider Mobily to establish a public cloud region, Tencent Cloud's AI and data analytics cooperation with Nourah Information Technology, Tencent's $150 million Saudi cloud commitment, and Huawei's planned $400 million Saudi cloud-region investment.
