The UAE Ministry of Investment and China Securities Co., Ltd. (CSC) advanced a strategic cooperation framework on October 13, 2026, signing a Memorandum of Understanding to deepen cooperation in asset management, capital markets, and cross-border investor connectivity.
Under the agreement, the Ministry of Investment will serve as a federal gateway to assist China Securities with regulatory guidance, investor network connections, and coordination with UAE authorities as the brokerage expands its footprint across the country and the wider Middle East. The framework follows regulatory approvals allowing China Securities to establish a regional office in the Dubai International Financial Centre (DIFC).
Speaking at the China Securities 2026 Global Investors Conference in Hong Kong, Mohammad Abdulrahman Alhawi, Undersecretary of the UAE Ministry of Investment, stated that China ranks as the fourth-largest source of foreign direct investment stock in the UAE, contributing nearly $4 billion in cumulative greenfield capital expenditure between 2021 and 2025.
Liu Cheng, Chairman of China Securities Co., Ltd., stated that the Middle East represents a strategic priority in the firm's international expansion, adding that the brokerage plans to provide financial services to support Chinese businesses entering the UAE as well as Middle Eastern capital deploying into Chinese assets.
