UAE Media Rules Outline Privacy Laws, Advertiser Permits, and Drone Regulations for Creators

Content creators, influencers, and businesses producing video material in the United Arab Emirates must comply with strict privacy, media licensing, and aviation regulations, according to an advisory released by Buy Tech FZ-LLC on openPR. The company noted that recording in public areas does not grant unrestricted rights to film, publish, or promote identifiable individuals.

Under Article 44 of Federal Decree Law No. 34 of 2021, using electronic devices such as cameras or smartphones to invade another person's privacy without consent can result in at least six months' imprisonment, a fine between AED 150,000 and AED 500,000, or both. Creators are advised to avoid close-up shots of bystanders, blur faces and vehicle licence plates, and exercise caution when filming children.

The overview also points out that the UAE's Advertiser Permit became mandatory on 1 February 2026 for anyone creating promotional content from within the country. This requirement applies to both paid promotions and content generated in exchange for gifted items, such as electronics, hotel stays, or dining experiences. The rule covers both UAE residents and visiting creators. Residents can obtain the permit free of charge for the first three years, whereas visitors must apply through accredited agencies for three-month permits extendable to six months. Exemptions include promoting one's own business and certain educational content produced by minors.

Regarding aerial filming, drone operations in the UAE were previously suspended in 2026 under a General Civil Aviation Authority safety decision before being lifted on 30 June 2026. Operators must complete registration requirements with the aviation authority before flying and remain subject to local approvals and airspace restrictions.
