Hong Kong Financial Secretary Visits Qatar to Deepen Gulf Financial and Trade Cooperation

Hong Kong Financial Secretary Paul Chan arrived in Doha to advance economic, trade, and financial cooperation between mainland China, Hong Kong, and the Gulf region. During the visit, Chan met with Asian Infrastructure Investment Bank President Zou Jiayi and Qatari Finance Minister Ali bin Ahmed Al Kuwari. Discussions centered on green finance, catastrophe bond issuance, bilateral investment, and Belt and Road initiatives.

Hong Kong Financial Secretary Paul Chan arrived in Doha, Qatar, on September 27, 2026, aiming to strengthen trade, economic, and financial partnerships between mainland China, Hong Kong, and the Gulf region, according to the Government of Hong Kong SAR.

Chan held discussions with Asian Infrastructure Investment Bank (AIIB) President Zou Jiayi regarding regional infrastructure financing. Their talks explored collaboration in green finance and the issuance of catastrophe bonds.

Chan also met with Qatar's Minister of Finance, Ali bin Ahmed Al Kuwari, to review bilateral investment channels and industrial diversification strategies. Chan highlighted Hong Kong's role as a key platform under China's Belt and Road Initiative to facilitate two-way investment and asset allocation for Middle Eastern sovereign and corporate investors. The meetings also addressed joint efforts in technological innovation and professional talent exchanges.
