Dubai Customs has officially introduced the Advance Cargo Information (ACI) system to enhance risk analysis and accelerate port clearance procedures, according to Germany Trade & Invest.

Under the new regime, shipping and logistics operators transporting goods through the Port of Jebel Ali must transmit electronic cargo data before vessel arrival. Mandatory filings require the submission of the cargo manifest alongside the Master Bill of Lading and House Bill of Lading within set deadlines determined by vessel voyage classification.

The regulation was enacted through Customs Notice No. 19/2026, which took effect on November 4, 2026. Authorities have provided an initial 60-day transitional grace period for commercial operators to adjust their operational systems.
