Dubai Accelerates Shift From Tax Haven to Global Wealth Management Hub

Dubai is transitioning beyond traditional low-tax company formations toward structured wealth management and family offices, according to a report published by The Sunday Guardian. Data shows the Dubai International Financial Centre recorded a 54 percent rise in funds and a 73 percent surge in family offices in 2025. Entrepreneurs are increasingly leveraging DIFC and ADGM holding structures to manage global assets and navigate international compliance.

Dubai is solidifying its status as an international wealth management center as global entrepreneurs move away from basic corporate registrations toward comprehensive asset protection structures, according to The Sunday Guardian. The trend is driven by tightening regulatory scrutiny and rising tax burdens across Europe, including an estimated departure of 16,500 millionaires from London in 2025.

Legal consultancy iWorld reported that international investors in the United Arab Emirates are increasingly establishing holding companies, trusts, and family offices rather than pursuing minimal visa-linked setups. In 2025, the number of registered funds in the Dubai International Financial Centre (DIFC) expanded by 54 percent year-on-year, while the count of family offices climbed by 73 percent, with further expansion projected through 2026.

The Sunday Guardian noted that international financial hubs such as DIFC and Abu Dhabi Global Market (ADGM) have become primary conduits for managing cross-border assets across Europe, Asia, and Africa. DIFC now accommodates over 440 entities focused on asset and wealth management, offering common law legal protections, probate registrations via the DIFC Court, and access to UAE Federal Tax Authority residence certification.

Aleksey Nosovsky, head of the legal department at iWorld, told the publication that international business owners increasingly prioritize regulatory stability, operational longevity, and asset succession over basic tax savings, driving capital consolidation under formal UAE legal structures.
