China's National Development and Reform Commission (NDRC) unveiled revised administrative measures for outbound investment on October 22, 2026, according to Xinhua. The updated regulatory framework is scheduled to take effect on December 1, 2026, superseding the outbound investment regulations enacted in 2017.

The revised rules clarify and affirm the principal role of various domestic investors, encompassing both enterprises and individuals. Additionally, the measures improve reporting mechanisms for major overseas reinvestment projects and adverse events encountered abroad.

Citing data from the Ministry of Commerce, the report stated that China's total outbound investment stock reached nearly $3.4 trillion by the end of 2025. Furthermore, China's outbound direct investment totaled $128.62 billion across the first three quarters of 2026.
