China Eleventh Chemical Construction Company SPC has secured two construction packages for the 890-megawatt Duqm Independent Power Project (IPP) in Oman, according to procurement award notices reported by the Oman Observer. The gas-fired combined-cycle power facility represents a $910 million total investment and is located in the Special Economic Zone at Duqm, roughly 10 kilometres from the Port of Duqm.
Under the first award, published on September 28, the Chinese contractor was selected for Package H of the civil works under the combined-cycle gas turbine engineering, procurement, and construction (EPC) scope. The award notice was issued by the Oman branch of Power Construction Corporation of China, with the value of the package not disclosed.
A second award, dated September 30, commissioned China Eleventh Chemical Construction to establish temporary material warehousing and office facilities at the project site. The scope of that package encompasses ground works, monitoring, and lighting installations, with the financial value also remaining undisclosed.
The project owner, Coastal Power SAOC, formally commenced power station construction in September. Coastal Power is owned by a consortium comprising Korea Western Power, Qatar's Nebras Energy, UAE-based Etihad Water and Electricity, and Oman's Bahwan Infrastructure Services.
The primary EPC responsibilities for the project are being handled by China's SEPCOIII (a subsidiary of PowerChina) alongside South Korea's Doosan Enerbility, with Doosan disclosing in June that its contract share was valued at around $385 million. The independent power project was awarded by Nama Power and Water Procurement Company, and commercial operations are scheduled for 2029.
