On October 7, 2026, U.S. Senator Jeanne Shaheen, Ranking Member of the Senate Foreign Relations Committee, and Senator Roger Wicker, Chairman of the Senate Armed Services Committee, sent a joint letter to Secretary of State Marco Rubio and Treasury Secretary Scott Bessent. The lawmakers urged the Trump administration to deploy enforcement authorities established under the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, noting that the majority of the statute's provisions take effect on October 18, 2026.
The senators called on the administration to target corporate intermediaries and shell companies operating in Dubai and Hong Kong. According to the letter, after the U.S. designated Russian oil producers Lukoil and Rosneft in October 2025, trade networks adapted by routing crude transactions through intermediaries concentrated in the UAE and Hong Kong.
The letter further urged secondary sanctions to halt flows of dual-use technologies and advanced electronics to Russia. The senators identified suppliers and logistics hubs in China, the UAE, and Türkiye as primary channels for sensitive shipments, highlighting advanced CNC machine tools used in ammunition manufacturing and microelectronics utilized in jet-powered drones.
Additionally, the lawmakers pressed the executive branch to match European Union and United Kingdom designations of Russia's maritime 'shadow fleet'. The letter stated that the EU and UK have sanctioned over 600 vessels, whereas the United States has designated 216, urging Washington to align designations to sever access to dollar clearing and Western maritime services.
