Dubai Tightens Safety and Licensing Oversight for Petroleum Products Trading

The Dubai Supreme Council of Energy is intensifying regulatory oversight of petroleum products trading across storage, transport, and distribution activities. The measures enforce Executive Council Resolution No. 85 of 2025 to curb unauthorized trading and raise safety compliance. Authorities reported that joint field inspection teams have carried out 449 campaigns in the LPG sector since July 2022.

The Dubai Supreme Council of Energy (DSCE) is stepping up regulatory oversight across petroleum products trading to enforce safety, compliance, and operational standards throughout storage, transportation, distribution, and supply operations, according to GDNOnline.

The initiative supports the execution of Executive Council Resolution No. 85 of 2025 on the Regulation of Petroleum Products Trading in Dubai, alongside associated technical specifications. Ahmed Al Muhairbi, Secretary General of the DSCE and Chairman of the Dubai Regulatory Committee for Petroleum Products, stated that the regulatory framework establishes integrated oversight to raise sector reliability, enforce safety standards, and counter unauthorized market activities.

Under the framework, entities engaged in petroleum products trading are required to maintain valid operating licenses and permits, ensure facilities and transport methods strictly comply with approved technical requirements, adhere to designated maintenance and safety procedures, and keep verified records and documentation.

The DSCE highlighted targeted inspection campaigns focusing primarily on the diesel and liquefied petroleum gas (LPG) segments. In coordination with relevant government authorities, the council's permanent joint field inspection team has conducted 449 joint inspection campaigns in the LPG sector since launching operations in July 2022.
