Dubai Municipality and Future Foundation Partner on Construction Regulation Sandbox

Dubai Municipality convened the first 'Future of Construction Legathon' on 24 September at Emirates Towers, bringing together government entities, industry stakeholders, innovators, and sector specialists. According to MEP Middle East, the event served as a platform to examine regulatory challenges linked to emerging construction technologies and design practical solutions to update future building regulations and licensing criteria.

Alongside the event, Dubai Municipality and the Dubai Future Foundation signed a cooperation agreement under Sandbox Dubai. The agreement establishes a framework to pilot and evaluate innovative building approaches, materials, and business models within a controlled regulatory environment.

The two entities will initially focus on the Smart Built Environment sandbox group. Under the arrangement, Dubai Municipality will coordinate technical departments and define assessment controls for construction technologies, while the Dubai Future Foundation will oversee documentation and coordination via the Sandbox Dubai platform. Both entities will jointly establish project objectives, success indicators, and evaluation metrics to guide future policy decisions.

Maryam Al Muhairi, CEO of the Buildings Regulation and Permits Agency at Dubai Municipality, stated that the initiative aims to create transparent testing pathways for new construction technologies while preserving governance and compliance standards. Khalifa Al Qama, Chief of Research, Development and Innovation at the Dubai Future Foundation, added that the partnership intends to ensure building regulations keep pace with rapid sectoral growth and technical advances.
