Delivery riders in the UAE will be prohibited from carrying customer orders in backpacks and carrying passengers under new federal executive regulations taking effect on January 1, 2027. The rules were promulgated under Cabinet Decision No. 174 of 2026, which implements Federal Decree-Law No. 14 of 2024 on the Regulation of Traffic.

The regulatory framework imposes eight core statutory obligations on delivery operators and commercial riders. Under the new decree, delivery drivers must hold valid professional driving permits and are strictly banned from operating with expired permits or transporting illegal materials.

Additionally, the regulations mandate that commercial riders use approved vehicle loading equipment, log into approved electronic vehicle tracking systems, and wear designated uniforms.
