Dubai CommerCity, a joint venture between the Dubai Integrated Economic Zones Authority (DIEZ) and Wasl Group, has entered into a collaboration agreement with the Hong Kong-Shenzhen Innovation and Technology Park Limited (HSITPL). The partnership aims to support the cross-border expansion of technology and digital commerce enterprises between the UAE, Hong Kong, and mainland China.
The collaboration was announced following the Dubai Business Forum – China, organised by Dubai Chambers in Shenzhen on 14 October 2026. Under the agreed framework, businesses based in Dubai CommerCity will gain opportunities to establish operations at the Loop Hong Kong Park to reach Hong Kong and wider mainland Chinese markets. Simultaneously, technology companies from Hong Kong and Shenzhen will be supported in using Dubai CommerCity to access the UAE and broader Middle Eastern markets.
According to both entities, the cooperation encompasses providing incoming companies with office space, business setup services, and entrepreneurship programmes. The two hubs also plan to organise joint events, mentorship initiatives, technology showcases, and introductions to potential investors to support bilateral business scaling.
Amna Lootah, Director General of Dubai CommerCity, stated that the initiative aligns with the Dubai Economic Agenda D33 by linking innovation ecosystems and supporting market access for digital companies. Vincent Ma, Chief Executive Officer of HSITPL, noted that the partnership combines complementary ecosystems within the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone and Dubai to foster international expansion.
