China published draft export control measures on October 16, 2026, designed to tighten official scrutiny over cross-border artificial intelligence and technology transfers, The National reported.

According to trade legal experts cited in the report, the proposed framework establishes mandatory registration requirements for foreign intellectual property licensing as well as changes in ownership or control of domestic technology.

The regulatory mechanisms enable Chinese authorities to apply destination-specific conditions to outbound exports of artificial intelligence and clean energy technologies. Legal analysts indicated that these rules will directly impact cross-border mergers, acquisitions, and technology joint ventures that involve Gulf-based investors and commercial partners.

Following the publication of the draft, international compliance advisors recommended that Middle Eastern corporate entities assess their potential exposure to the updated cross-border licensing requirements.
