Under these rules, applicants are not required to hold an employment contract in the UAE, meet a minimum educational qualification, earn a specific monthly salary, or occupy a defined professional tier. This structure enables freelancers, independent creators, and self-employed professionals to qualify.

The five recognized talent categories include individuals in culture and the arts who exhibit exceptional ability, as well as innovators and inventors recognized for innovative ideas or inventions. Outstanding athletes demonstrating exceptional sporting performance in their disciplines are also eligible.

The remaining categories cover specialists possessing outstanding capabilities in digital technology, along with exceptionally gifted individuals active in other sectors designated by the country as significant.
