Dubai to Host RISE Summit on China-Gulf Infrastructure Financing

More than 250 global institutional investors, sovereign wealth fund executives, and infrastructure developers will convene at the Dubai World Trade Centre on October 14, 2026, for the inaugural RISE Summit, according to the Emirates News Agency.

The summit features a dedicated panel on cross-border infrastructure financing, including Chuan Huang, Head of GCC Region and Senior Executive Officer of CICC's DIFC branch. Sessions will focus on private capital deployment across transport, artificial intelligence data centers, and renewable energy links connecting China, the Gulf, and international markets.

Organisers stated that Gulf sovereign wealth funds deployed $53.9 billion during the first half of 2026, while Dubai's non-oil Purchasing Managers' Index reached 54.5 in September. The gathering aims to align bilateral capital with large-scale urban development and technology infrastructure projects.
