The Communist Party of China (CPC) Central Committee and the State Council have jointly issued guidelines on developing new quality productive forces, Pakistan Today reported.

The guidelines outline 19 key measures across five areas of innovation: advancing scientific and technological innovation, deepening the integration of sci-tech and industrial innovation, innovating development approaches, promoting institutional and mechanism innovation, and improving mechanisms for talent development.

According to the document, developing new quality productive forces serves as an intrinsic requirement and a primary focus of advancing high-quality development. The guidelines underscore innovation-driven development, reform, and measures tailored to local conditions, adhering to the principle of "establishing the new before abolishing the old".

The document further calls for pursuing high technology, high efficiency, and high quality. It highlights the necessity of properly managing relationships between the government and the market, between the qualitative nature of productive forces and their industry forms, between reform and development, and between self-reliance and opening up, while coordinating development and security.
