Kazakhstan-headquartered developer BI Group entered into an agreement with CITIC Middle East Contracting, the UAE subsidiary of China's CITIC Construction Co, on October 13, 2026, according to Gulf Construction.
The partnership establishes a framework for CITIC's proposed appointment as the main construction contractor across three upcoming real estate projects located in Dubai's Meydan Horizon district.
Under the arrangement, CITIC will also provide early-stage design support, value engineering, cost optimization, and construction coordination alongside BI Group's development teams.
Ruslan Yembergenov, CEO of BI Group UAE, stated that bringing the Chinese contractor on board early assists in managing execution costs while maintaining international quality standards.
