Reports have emerged suggesting that broader Emirati investments in the United Kingdom may face uncertainty if penalties are imposed against the club, which was acquired for £150 million in 2008 by UAE Deputy Prime Minister Sheikh Mansour bin Zayed Al Nahyan.
At the centre of scrutiny is 50-year-old Khaldoon Al Mubarak, who has served as chairman of Manchester City since 2008 and heads City Football Group, an entity established in 2013 with 13 clubs globally and a valuation exceeding $6 billion (£4.53 billion). Beyond sports administration, Al Mubarak is one of the UAE's most senior corporate leaders and policymakers. He has served since 2002 as managing director and group CEO of Mubadala, Abu Dhabi's $330 billion (£249.18 billion) sovereign investment company with operations spanning more than 50 countries.
In government and international diplomacy, Al Mubarak holds the mandate of Chairman of Abu Dhabi's Executive Affairs Authority, providing strategic counsel to UAE President Sheikh Mohamed bin Zayed Al Nahyan. Notably, he acts as the UAE's presidential special envoy to China and leads several bilateral country files. In January 2024, he was appointed secretary general of the newly founded Artificial Intelligence and Advanced Technology Council (AIATC).
His executive roles extend across key state-backed corporations and global finance boards. Al Mubarak is chairman of Abu Dhabi Commercial Bank, vice chairman of technology investment firm MGX, and a board director at the Abu Dhabi National Oil Company (ADNOC), artificial intelligence group G42, and L'IMAD Holding Company. He also sits on the International Council of JP Morgan and serves on the board of trustees of New York University, having assisted in founding NYU Abu Dhabi.
