The General Secretariat of the Gulf Cooperation Council (GCC) announced the initiation of an anti-dumping investigation on November 2, 2026. The investigation targets imports into GCC member states of uncoated paper used for writing, printing, and graphic purposes originating from China, India, and Thailand.
The trade decision was executed by the Permanent Committee for Anti-Harmful Practices in International Trade after conducting a technical assessment of the market conditions and import volumes.
According to Technical Secretariat Director-General Mahfoudh bin Nasser Al-Raqadi, the proceedings adhere to the Unified GCC Anti-Dumping Law as well as relevant World Trade Organization agreements.
The investigation aims to evaluate alleged market distortions and safeguard domestic paper manufacturers across the Gulf region against unfair pricing practices.
