Dubai Municipality has outlined enforcement guidelines for Dubai Law No. 4 of 2026 governing shared residential accommodation across the emirate. Under these regulations, landlords and property managers must bring existing properties into full legal compliance by September 2027.

The framework specifies more than 44 designated areas where shared housing is permitted under strict permit conditions, including Karama, Al Rigga, and Barsha 1. The rules set minimum floor space requirements per tenant, prohibit unauthorized internal partitions, and require registration for all occupants.

According to officials, the regulatory oversight is designed to eliminate overcrowding hazards and safeguard living standards for low-income workers and commercial tenants.
