The Dubai Maritime Authority (DMA), an entity under the Ports, Customs and Free Zone Corporation (PCFC), announced a new regulatory initiative to standardise and organise guidelines for leisure boat anchoring and recreational mooring buoys across Dubai waters, Gulf Business reported.

The framework introduces Circular No. 35 of 2026 regarding the Guidelines for Leisure Anchorage and Recreational Mooring Buoys in Dubai Waters ahead of its formal implementation. The regulation covers stakeholders across Dubai's recreational marine sector, including boat and yacht owners, vessel operators, maritime agents, marinas, and marine service providers.

According to the DMA, the circular establishes unified operating standards designed to improve navigational safety and marine environmental protection. Compliance requires adherence to anchoring rules, international regulations for preventing collisions at sea, and established principles of seamanship, while preventing actions that harm Dubai's marine ecosystem.

The authority stated that craft operators and recreational users must immediately report maritime incidents and emergencies to ensure prompt responses. Sheikh Dr Saeed bin Ahmed bin Khalifa Al Maktoum, CEO of the DMA, said the initiative ensures the orderly use of anchoring areas and buoys while supporting the sustainable growth of Dubai's recreational maritime sector.
