Dubai Enacts Law Establishing Dubai Orchestra Foundation to Support Performing Arts

Sheikh Mohammed bin Rashid Al Maktoum has issued Law No. 20 of 2026 establishing the Dubai Orchestra Foundation. The entity is tasked with developing the emirate's orchestral music ecosystem, safeguarding Emirati musical heritage, and encouraging investment in performing arts. It will also set up a local orchestra, host international ensembles, and expand music education initiatives.

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, issued Law No. 20 of 2026 establishing the Dubai Orchestra Foundation, Gulf News reported. The foundation is established to develop the emirate's music scene, preserve Emirati musical heritage, showcase UAE artistic talent, and expand Dubai's musical infrastructure.

Under the legislation, the foundation is mandated to establish a local orchestra, participate in performances domestically and abroad, and encourage investment across the music and performing arts industries. It is also tasked with supporting emerging talent, including People of Determination, advancing music education and production, and publishing an annual calendar of musical events.

The foundation will forge partnerships with cultural institutions within the UAE and internationally while hosting foreign orchestras. According to the report, the initiative aims to reinforce Dubai's role as a cultural destination and contribute to the growth of its creative economy and cultural tourism sector.

Governance of the entity will be led by a Board of Trustees comprising a chairman, vice-chairman, and members appointed by the Chairman of Dubai's Executive Council. The board will supervise operations, approve budgets and policies, and appoint a Chief Executive Officer and Artistic Director to manage administrative, technical, and operational functions.
