On October 20, 2026, during the 28th Dubai Water, Energy, Technology and Environment Exhibition (WETEX), DEWA International signed four international cooperation memorandums with international firms, according to Seetao. The partner list includes China Energy Engineering International Group, EDF Power Solutions of France, Capital Dynamics from the UK, and India's Tata Consultancy Services.

DEWA International, a wholly owned subsidiary of Dubai Electricity and Water Authority established in June of the same year, was created to develop international clean energy, conventional energy, and water projects. Under the memorandum, China Energy Engineering International Group was added as a prospective engineering, procurement, and construction (EPC) partner for large-scale energy, water, and infrastructure projects worldwide.

The other agreements outline cooperation with EDF Power Solutions on renewable energy investments across the Middle East and North Africa, with Capital Dynamics on operating clean energy assets in Europe, and with Tata Consultancy Services on technical strategy and asset performance management. According to Seetao, parent company DEWA reported 32.84 billion dirhams in revenue and 9.09 billion dirhams in net profit for 2025.

The framework enables Chinese engineering firms to leverage Middle Eastern utility capital to access EPC contracts and equipment supply opportunities across Asia, Europe, and third-party international markets, mirroring models developed with regional entities like ACWA Power and Masdar.
