The Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM) signed a Memorandum of Understanding (MoU) with the UAE General Commercial Gaming Regulatory Authority (GCGRA). The agreement creates a formal framework for regulatory collaboration, information exchange, and supervisory oversight between the financial free zone and the federal commercial gaming regulator.
The MoU covers areas where the jurisdictions of the two regulators intersect, including support for investigations and the sharing of regulatory intelligence, subject to applicable confidentiality requirements. Both entities will maintain their distinct legal mandates, with the agreement aiming to reduce jurisdictional friction rather than merge oversight duties.
According to the report, commercial gaming involves financial touchpoints such as payment processing, anti-money laundering obligations, know-your-customer requirements, and digital-asset rails. FSRA Chief Executive Emmanuel Givanakis stated that coordination between competent authorities is important for maintaining market integrity and supporting responsible growth. GCGRA Chief Executive Kiran Karuthers noted that the commercial gaming sector is newly regulated in the UAE, and the MoU establishes institutional cooperation in overlapping areas.
The GCGRA was established by federal decree and is based in Abu Dhabi, holding exclusive authority to regulate, license, and monitor all commercial gaming activities across the UAE. Meanwhile, ADGM operates under an independent legal framework based on English common law.
