Gulf state energy majors are increasingly sourcing billions of dollars in debt financing from Chinese state-owned commercial banks, according to EnterpriseAM.
In Qatar, QatarEnergy recently secured $3 billion from four Chinese financial institutions, comprising Bank of China, ICBC, Agricultural Bank of China, and China Construction Bank Asia. The debt was priced at 50 basis points over the Secured Overnight Financing Rate (SOFR).
In the United Arab Emirates, three Chinese lenders participated in a consortium of more than 20 financial institutions to support an $11 billion financing package for Abu Dhabi National Oil Company's (ADNOC) Hail and Ghasha offshore gas development.
Analysts cited by the report indicated that domestic monetary easing in China provides lower financing costs, allowing Gulf borrowers to diversify lender syndicates while conserving capital reserves. The report added that strong balance sheets and state affiliations have positioned Gulf energy infrastructure projects as prime targets for Chinese liquidity.
